Addition to the Pike County Courthouse Project

Receipt of Bids: Sealed Bids on forms prepared by the Engineer will be received by the Pike County Board of Commissioners, Office of the County’s Chief Clerk, until 9:00 A.M. (local time) on 23 March 2016, for the Addition to the Pike County Courthouse Project in accordance with the Drawings, Specifications, and other Contract Documents prepared by McGoey, Hauser and Edsall Consulting Engineers, D.P.C., 111 Wheatfield Drive, Suite 1, Milford, Pennsylvania 18337.

Bids will be publicly opened and read at 9:00 a.m. (local time) on 23 March 2016 at the Commissioners’ meeting room in the County Administration Building, 506 Broad Street, Milford, PA 18337.

The Information for Bidders, Drawings, Specifications and other Contract Documents may be reviewed and obtained at the offices of McGoey, Hauser and Edsall Consulting Engineers, D.P.C. at 111 Wheatfield Drive, Suite 1, Milford, Pennsylvania, becoming available on 15 February 2016 upon a non-refundable payment of a $150.00 per set. Addenda, if any, will be issued to only those persons whose name and address are on record of having obtained the Contract Documents. The payment shall be in check form and shall be drawn payable to “Pike County”.

Contract Documents are available by mail, upon written request to the Engineer, and prepayment, of an additional (non-refundable) charge of $75.00 per set ($25.00 handling and $50.00 mail), payable to “McGoey, Hauser and Edsall Consulting Engineers, D.P.C.” Documents will be forwarded via Federal Express. An electronic copy of contract documents, plans and specifications (CD in PDF format) is also available at the offices of McGoey, Hauser and Edsall, Milford, PA 18337 or by regular mail for a $50.00 fee.

Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least ten (10) percent of the amount of the Bid payable to Pike County as a guarantee that if the Bid is accepted, the Bidder will, within fifteen (15) days after the award of the Contract, execute the Contract and file acceptable Performance and Labor and Material Payment Bonds and Certificate(s) of Insurance.

OWNERS RIGHTS RESERVED: Pike County, hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any informality or technicality in any Bid in the interest of the Owner.

STATEMENT OF NON-COLLUSION: Bidders on Contracts are required to execute a non-collusive bidding affidavit.

Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and the minimum wage rates to be paid under the Contract and the Commonwealth of Pennsylvania Prevailing Wage Act No. 442, dated August 15, 1961, as amended August 9, 1963 (Act No. 342) and any regulations pursuant thereto.

No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof.

The Owner shall be exempt from payment of sales and compensating use taxes of the Commonwealth of Pennsylvania and cities and counties on all materials supplied to the Owner pursuant to this contract.

"Pike County” hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of race, color or national origin in consideration of an award."
